The Directorate of Operations (DO) is a cadre of action- and results-oriented professionals who accept significant, demanding responsibilities and accountability for results. Minimum requirements for a DO position include:
US citizenship at the time of application (dual national US citizens are eligible)
A four year college/university degree from an accredited institution (applicants within one year of earning a four year degree will be considered)
Strong interpersonal and communication skills (oral and written)
The ability to work effectively as part of a team and independently
Flexibility, adaptability, and commitment to the mission of the CIA and DO
All Directorate of Operations (DO) officers are hired at an entry level and train as they are expected to work – as one team. DO officers begin their careers spending one to two years learning the foundations of clandestine operational tradecraft via classroom training, practical exercises, and on-the-job experience gained through a series of interim assignments. Following successful completion of the foundational training each DO officer will transition into advanced training activity to prepare them to serve effectively in the following career occupational specialty:
Collection Management Officer (CMO)
DO CMOs drive collection, actively manage the two-way dialogue between intelligence consumers and the DO, and evaluate foreign intelligence to ensure DO collection is providing US foreign policy and national security decision-makers with timely, accurate, clear, and concise reporting in a manner that safeguards sensitive intelligence sources and methods.
Present clandestine intelligence information clearly and accurately in writing and verbally
Apply expertise in operational tradecraft, counterintelligence, and risk management to DO intelligence collection operations
Deal effectively, comfortably, and confidently with US Government professionals at all levels of responsibility, authority, and rank
Multitask to manage time and priorities
View challenge and uncertainty as opportunity
Are interested in seeking answers and maintaining expertise on the full spectrum of intelligence priorities within their area or assignment
Lead teams and work independently
CMOs use a combination of formal training and independent learning to develop and maintain subject matter expertise on current and looming country- and region-specific issues and/or transnational issues such as counterterrorism, counterproliferation, and cyber to understand intelligence needs and identify clandestine collection opportunities that meet the priority requirements of US foreign intelligence consumers.
Opportunities exist for CMOs to serve in multi-year assignments overseas or they can spend most or all of their career serving in the Washington, DC area.
All Directorate of Operations Officers within the first two years of their career:
Will be required to participate in training in the Washington, DC metropolitan area and outside of the Washington, DC area
Must be available to attend multi-month training that takes place outside of the Washington, DC metropolitan area (during this training most DO officers will have opportunities to return to the Washington, DC area on weekends; however, there will be times when returning to the Washington, DC area for the weekend is not possible)

Applicants hired for DO positions join CIA with Contract Employee status. As a Contract Employee you will receive federal employee benefits, such as annual and sick leave, life and disability insurance, and healthcare insurance in the same manner as a Staff Employee in accordance with US Government regulations. The initial period of employment with the CIA for Contract Employees will be limited to the specified number of years. The CIA is not obligated to convert employees in this status from contract to staff either during the term of this contract or following the expiration of this contract.
