The Institute of International Education (IIE) seeks applications from qualified individuals for a full-time Democracy Fellow for Counter-Trafficking in Persons (C-TIP) to serve within the USAID’s Center of Excellence on Democracy, Human Rights, and Governance (DRG Center) in the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA). IIE manages the Democracy Fellows and Grants Program (DFG) for USAID. The appointment is for approximately eleven (11) months, to be concluded by January 31, 2019. The Fellow will be hired as a full-time, salaried IIE employee, with benefits.
Duties and Responsibilities:
The Democracy Fellow will serve as a C-TIP technical expert. The Fellow will serve in the DRG Center’s Human Rights Division and will be responsible for providing technical advice and leadership to advance the Agency’s C-TIP agenda. Responsibilities include, but are not limited to: helping to coordinate USAID’s participation in broader USG interagency C-TIP efforts; responding to requests for policy and programmatic information from external C-TIP partners and stakeholders; helping to oversee implementation of the Agency’s 2012 C-TIP Policy and 2011 C-TIP Code of Conduct; and conducting outreach to sensitize USAID personnel, partners, and the international development community about TIP.
The Fellow should be prepared to undertake the following tasks:
• Prepare talking points and position and briefing papers. Work on other taskers such as the annual Department of Justice Attorney General’s C-TIP Report. Prepare materials for Senior Policy Operating Group (SPOG) and the President’s Interagency Task Force on Trafficking in Persons (PITF).
• Provide written and oral briefings to senior Bureau, Embassy, and Agency staff.
• Participate in proposal review panels (as a non-voting member) and respond to technical questions related to foreign assistance awards;
• Meet with DRG partners to strategize about new alliances to combat TIP and promote human rights;
• Attend, organize, and present at meetings, conferences, and workshops;
• Conduct research and write up findings;
• Assist USAID Missions in using research results to build evidence-based designs for counter-trafficking interventions;
• Provide technical input and analysis on TIP/human rights at inter-agency or donor committees; and
• Perform other related duties as assigned.
Additional responsibilities may include:
1. Training: Provide technical assistance to advance the Agency’s multi-tiered C-TIP training agenda, which may include online, in-person, webinar-based, and video conference trainings. For this role, the Fellow must have the capacity to work effectively together with others in the DRG Center, the Agency, and inter-agency to organize training materials and help to develop creative, captivating adult learning and presentation strategies.
2. Monitoring and Evaluation: Assist with and provide input into the DRG Center’s Learning and Human Rights Divisions’ efforts to develop surveys and other tools to measure knowledge, attitude, and experience about trafficking.
3. Field Support: Advise USAID field missions and regional bureaus on effective strategies to implement the C-TIP Policy and Code of Conduct. The Fellow may also participate in broader DRG Assessments at a country or regional level. Occasional travel to the field for strategy or project development, consultations, assessments, and monitoring may be required. The Fellow may assist with coordinating increased collaboration between USAID/Washington operating units and missions on C-TIP, strengthened C-TIP cooperation between missions within a particular region, and strengthened collaboration between missions and other U.S. Government agency counterparts in the field.
Qualifications and Skills:
● US citizenship is required.
● Ability to obtain a Secret level security clearance is required; current Secret level security clearance eligibility is strongly preferred.
● Master’s Degree is required; JD or relevant social science PhD is preferred.
● Ability to travel approximately 25% time is required.
● At least six (6) years relevant professional experience is required.
● Strong written and oral presentation skills are required. Skills in effectively communicating, writing, and speaking about TIP and related issues is strongly preferred.
● Experience helping to design, organize, and deliver training, particularly on C-TIP and related issues such as gender, assisting vulnerable populations, migration, and transnational organized crime, is required.
● Strong organizational and time management skills are required.
● Ability to contribute meaningfully as a team member to jointly accomplish a task is required. Must respond well to input on work products.
● At least two (2) years of experience contributing to the analysis, design, and management of development assistance programs with a component focused on TIP or related human rights issues are preferred.
● Experience in program monitoring and evaluation is strongly preferred.
● Knowledge of best practices, research, and policy in areas of trafficking in persons and related issues, such as gender equality and women’s empowerment, migration, labor, and child protection, is strongly preferred.
● Knowledge of USAID and US Government C-TIP approaches, inter-agency working groups (such as SPOG, PITF, etc.) and related processes is strongly preferred.
Supervision and Guidance:
The Fellow will serve as a member of the DRG Center’s Human Rights Division and will be managed on a day-to-day basis by the Division Chief. The Fellow will participate in relevant working groups in other parts of USAID, as required. The Fellow is expected to exercise the highest degree of individual initiative, resourcefulness, responsibility, and authority, consistent with USAID’s overall policy and procedural framework.
The Fellow will be an employee of IIE and will report for administrative purposes to the DFG Director.
The Fellow will be based at IIE’s office in Washington, DC, until s/he has an interim Secret security clearance, at which point s/he will transfer to USAID headquarters in Washington, DC. International travel will be required (approximately 25% time).
Duration of the position:
Initial appointment is for approximately eleven (11) months. The fellowship will conclude by January 31, 2019.
The salary for this fellowship will be commensurate with the candidate’s salary history and experience, but the salary cap for this position is $85,490/year.
